Mr Allen is the First Assistant Secretary Commercial Investments Division of the Department of Finance. In this role, he leads the division’s oversight of the Minister for Finance’s shareholder interest in Government Business Enterprises (GBEs) and other public non-financial corporations. Mr Allen’s role also includes oversight and governance of Commonwealths Specialist Investment Vehicles and other investment funds and providing advice to the Government, and departments and agencies on commercial issues impacting complex transactions and large investment projects.
Mr Allen has held senior executive leadership positions in the Commonwealth and state public sectors and has deep experience in financial and investment markets and public sector finance. Mr Allen’s experience includes advising on capital structures, infrastructure projects, commercial transactions, GBE governance and assessing the financial performance and of large GBEs. Prior to his role as First Assistant Secretary of the Commercial Investments Division, Mr Allen worked for the Victorian Department of Treasury and Finance as an Executive Director in the Commercial Division with responsibility including for shareholder governance and financial performance of the large GBEs.
Mr Allen’s earlier career roles included the Chief Executive Officer of the Australian Office of Financial Management and as a General Manager with the New South Wales Treasury Corporation and the Treasury Corporation of Victoria. In the private sector, Mr Allen has held senior financial risk management and advisory roles with UBS Investment Bank, Ernst & Young Corporate Finance and Telstra.
