Kathy Klugman is Deputy Secretary of the Global Cooperation, Development and Partnerships Group, DFAT. Previously, Ms Klugman led the Pacific Division of DFAT before becoming the Deputy Head of the Office of the Pacific in DFAT.
Before that, Ms Klugman led a range of DFAT’s geographical divisions focused on the Indo-Pacific, and was Australia’s Special Representative for Afghanistan and Pakistan and Australia’s senior official to the Indian Ocean Regional Association.
From 2011 to 2013, Ms Klugman was charge of the International Division of Australia’s Department of the Prime Minister and Cabinet.
Ms Klugman was previously the High Commissioner to Sri Lanka, Deputy High Commissioner in Singapore, Deputy High Commissioner in Colombo and Third Secretary in Vientiane.
Ms Klugman also worked as Senior Adviser (Asia) in 2003-04 in Prime Minister and Cabinet, and as part of the secretariat supporting the 2004 Flood Inquiry into Australian Intelligence Agencies.
