Carly Makin

A/g First Assistant Secretary, Commercial Investments Division, Department of Finance

Carly is currently A/g First Assistant Secretary, Commercial Investments Division in the Australian Government Department of Finance.

In this role, Carly is responsible for managing the Commonwealth’s multibillion dollar investments in its Government Business Enterprises and providing policy and commercial advice in relation to significant investments.

Carly has spent almost 20 years in the Commonwealth public sector and has provided advice on policy, financial and asset management issues. Her responsibilities have included policy development, whole of government procurement, leadership of major commercial negotiations, and high-level stakeholder management. She has held senior roles at the Department of Defence, where she began as a graduate.

Her career highlights include overseeing the delivery of major Government transformational infrastructure investment programs and projects, including Western Sydney Airport and Inland Rail, and associated merger and acquisition transactions, to support Australian Government economic and defence policy, such as the sale of Medibank Private Limited, reform of the $9 billion Air Warfare Destroyer Program and the restructuring of ASC Pty Ltd.

Carly holds a Bachelor in International Business and a Bachelor in International Studies.
